The UN endorsed the Guidelines for the Alternative Care of Children in 2009. This is a resolution, a non-binding (unlike a treaty, which is binding) declaration of the opinion or will of the UN General Assembly.
In 2013, a handbook called Moving Forward: Implementing the ‘Guidelines for the Alternative Care of Children’ was published by CELCIS in Scotland and a coalition on NGOs.
CELCIS and University of Strathclyde created a MOOC called Getting Care Right for All Children: Implementing the UN Guidelines for the Alternative Care of Children that is based on the “Moving Forward” handbook. The MOOC, which is 6 weeks long and includes interactive content like quizzes and videos, seems to run once or twice per year.
